I rate them by my own ruling: 1-5: Not worth watching 6: Average 7: Worth watching 8: Recommended 9: Must watch for anime fans 10: Must watch for anyone 6 being average instead of 5 is based on my opinion that anime is an above average medium in general. The reason why most of my ratings are high is because I stop watching shows if they seem bad.
